Windows 11 Server is still unreachable despite firewall and antivirus disabled

Server Version#: 4.100.1 (windows 11)
Player Version#:5.56.1 (Plex for LG TV)

New user, just set up my server and two clients last night. After a couple of false starts, I did get my Windows Sever and my LG TV client running last night and everything worked great. This morning my server is down for reasons unknown. I made no changes to the network as far as I know.

I can browse the web so know I have an internet connection. In the Plex UI, I get the message" The server “Windows 11 Laptop Upstairs” is unreachable. Make sure it’s running, double check your network, and try again.“. When I try to browse to 127.0.0.1:32400 I get the generic message " 127.0.0.1 refused to connect”. Note that the same thing happens when I try to browse 127.0.0.1 without specifying a port. So, seems a problem with localhost itself, not a port issue. I checked my firewall rules and they look good. I even tried turning off antivirus and firewall protection temporarily ands that did not help.

I hadn’t tried that. Tried it just now with the /web suffix and still get the same generic " This site can’t be reached. 127.0.0.1 refused to connect" message. Note that the message is the same whether I specify a port or not. Tested further and found that no TCP port works, not just 32400. Leading me to think this is a windows/networking/router issue and not a Plex issue. But am open to any and all suggestions…
