Localhost from server - This site can't be reached

I’m suddenly unable to connect to my Plex server from anywhere - including from a browser on the machine running Plex MS. I watched a show via my PS4’s app a few hours ago, then I recently added some FLAC music, and when I tried to access, it’s just “down”
On my server, I go to to https://127.0.0.1:32400/web and I just get “This site can’t be reached - 127.0.0.1 refused to connect” (on Chrome - equivalent error on any other browser). I recognize this looks similar to a million other posts on here, but after reading through many of them, and trying their steps, there is no change. The most confusing part is that I don’t appear to have any logs on my machine. %LOCALAPPDATA% has no “Plex Media Server” or Plex-related folders, so I don’t know where to go from here. no access to my server settings from the web interface, and no access to anything on the server. I see that Plex Media Server is running in Task Manager, and I see the icon in the system tray.
I have a site-to-site VPN setup on my home network for work, but I also tried disabling that - not sure how that would affect the server’s ability to access it’s own localhost page, but I tried anyway. I also run a Ubiquiti UniFi Controller and an IIS website from this machine - both are still accessible.
Any help would be greatly appreciated - I’m willing to look elsewhere for logs, but I don’t even see anything in the Event Logs in Windows…

Also tried fully uninstalling and reinstalling - no luck there. All signs point to something going on on my server machine, but there’s nothing else new installed. I 'm very stumped…
