Plex server not accessible

OK, so I installed the latest Windows 10 upgrade and immediately lost access to my Plex Media Server.
I have tried everything I can think of, even so far as to create a new, separate user and password, with no luck and I’ve followed all of the troubleshooting suggestions to no avail.
Geek Squad checked out my system to see if there was any problem they could identify, with no luck and I get no tech support or customer service from Plex.
I’ve used Plex for almost 2 years now and have been very happy with it,
Can anyone help me out here? I’d hate to have to abandon such a great product simply because I can’t access it.

What happens if you access the URL http://127.0.0.1:32400/web with a web browser?
(don’t use Microsoft Edge for this test, use Chrome or Firefox )

I get the following message
This site can’t be reached
127.0.0.1 refused to connect. (connection refused)
I’ve checked the firewall and allowed Plex
I’m stuck!

  1. Look at the network connection and verify it is classified as ‘Private’, not ‘Public’

  2. Is the Plex icon visible in the task tray? If not: Did you move the Plex data folder to a different location?
    This Windows version sometimes adds new drive letters (for useless hard disk partitions - don’t ask), which might push other drive letters to the next neighbour.
    Inspect the registry to find out where Plex expects to find its data.

  3. Re-install Plex server like so:

  • disable ‘registry optimizers’ and similar software (CCleaner etc.)
  • Stop/quit/end Plex Server with the tray icon
  • deinstall Plex Server with the regular ‘Apps’ control panel of Windows (do not use 3rd party ‘Uninstaller’ software like Revo etc.)
  • for safety, reboot Windows
  • download the installation exe of Plex Server and install it

I have only accessed Plex online with user/ password. I do not have it in the task bar.
I didn’t do anything with Plex as in moving the data location or anything else.
As for the rest of your suggestions, for which I thank you very much, that is WAY over my head. I’m afraid I don’t know what any of that is or where to find it.
What I really need is someone of a tech support nature to walk me through this over the phone.

So where is your Plex Media Server installed at? On what machine did you install Plex Media Server or have you been using a friends Plex Server?

It is installed on the hard drive of my desktop PC

So from your desktop PC you can’t access 127.0.0.1:32400?

Have you tried starting Plex Media Server from the Start Menu?

If it does not start I would suggest following @OttoKerner suggestion above and uninstall Plex Media Server, reboot, then go to plex.tv/downloads and download the latest Plex Media Server and install it.

I have done that twice, but just did it again for the third time.

Since a real solution was never reached on this thread, and since, like I was, other users might be having the same problem, this is how I fixed this situation for my server.

For some reason, the default 127.0.0.1 IP address results in the refused connection page. So you need to find out the IP address of the computer you have the Plex server installed on. Then use that IP address in the url to access the server instead of 127.0.0.1 and it should work.

I have seen this response on several forums here, Unfortunately this does not work for me. it keeps saying it can’t be reached. The plex server still works outside the host computer. I can access my media and stream just fine. I am just unable to access the server itself on the host computer. This all started when i got an error about the settings not working. saw that i needed to add a registry string for the local data, tried that. got this error, deleted string, error is still present. so i feel the two are related some how. i tried reinstalling plex but that does not fix the issue. I have not tried uninstalling plex yet. it takes over 5 hours to reset everything and i have to reset my home settings on every streaming device to access.

there has got to be a fix for this… without starting from scratch…

nvm… For me it was the VPN i was using. it caused all kinds of weird behavior and could never get it to play nicely with plex. Found that simply turning the VPN off didn’t solve anything either. Only way i could get plex working correctly was to complete force close the VPN app. (using Private Internet Access)
