Is there somewhere I can read what the difference is and in what situations I’d choose one to download over the other? There’s not a lot of explanation on the d/l page… just choose one, and it seems to list 3 for Windows.

PHT - obsolete, mostly. Check into OpenPHT. Most configurable, most options, 3rd party so YMMV.
PMP - primary Plex client for HTPC now, although it is still in preview
Windows App - IMHO, only useful on tablets and phones as it is codec limited and has more limited options. It does support syncing content, so, if you need that feature it is your best option.
