Windows fails to grant application loopback exemption

This is a red herring and is unrelated to your issue.

  1. Make sure you don’t have any other apps on the machine which occupy port 32400. (Torrent clients frequently do)
  2. If the storage volume which holds the Plex data folder (by default C:) has very low free space (or lately had at some point no free space left), your primary Plex database could be damaged. Try restoring an older backup and see if the server icon remains in the task tray. https://support.plex.tv/articles/202485658-restore-a-database-backed-up-via-scheduled-tasks/
    If you’ve moved the plex data folder to a different storage location in the past, verify that this location is still accessible and present. It must use the exact same drive letter that it had when you moved the data back then.   3. Server Version#: Plex Media Server v1.32.5.7349-8f4248874
    That is ancient. If you get the server to remain active after step 2) perform a database rebuild using GitHub - ChuckPa/PlexDBRepair: Database repair utility for Plex Media Server databases , then upgrade to the most recent 64bit version of PMS.
