I followed this to move from a Win10 server to a Win11 server, and my shares, playlists, and other data was missing. Following this completed the migration process:

Not sure what you are saying/asking. the instructions for the restoring database is essentially nothing more than changing the name of backup file and deleting the existing one.
All those files are in the PMS folder described in first article which is the DB and is not needed to be done to move to a new server.
if your DB got corrupt when you originally did the move that is a different story
