WinTV DualHD - can't find any channels on Windows

I have the WinTV DualHD tuner on a Win10 machine and a channel search using Plex or DVBViewer returns no channels. If I use WinTV’s software I can tune into channels, though. I followed the advice on the support page and uninstalled WinTV software and DVBViewer, but Plex still can’t find anything. When I used this tuner before on a Shield TV, it worked like a charm.

Any suggestions before I wipe everything and install Ubuntu?

Capture4me finds the channels.

I say remove everything right to uninstall all apps and the drivers maybe something is missing
I’m not seeing any supporting for the dualHD with DVBViewer
