Tried every suggestion in the thread. No luck.
2 users. 1 is authorized for plex. App works when the non authorized user is signed in but freezes if I try to switch back to the other one.

Hahha as my brother always says “never download the update until a couple of weeks later - wait till someone else goes through all the bugs”.
It is frustrating but these things happen.
Uninstalling etc did not work.
I got it working (with a temp workaround) as mentioned in the first post:
Create a new account (using a seondary email address)
Delete any XBOX devices in your XBOX devices settings in the web server (Devices section)
Run the app (make sure it was exited previously so you should be opening it fresh) from the new account
It will ask you to re-activate with plex.tv/link and give you a code
Once re-activated Plex XBox One App will work on your newly created account but will not work on your original account (we have to wait for MS/Plex to fix this)

At the moment I just switch user if I want to watch Plex. Not ideal - but works.
While I appreciate updated to apps, I think they’re only serving ykjr client base in a positive way if tested extensively in advance. Clearly this wasn’t.

I tried most of this and nothing seemed to work. Then I turned my xbox off, (if your xbox doesn’t start with the xbox green splash screen, unplug it and then plug it back in so that the xbox has to boot up before showing your dash board. Mine doesn’t do this because under xbox settings–>Power & Startup, I have “Instant On” Turned off, and Energy savings On. Got Tired of stuff getting stuck in memory/cache so mine completely powers off when I turn it off which is what I guess they mean by energy savings mode.) While xbox was still off, I went into my Plex server on my PC, clicked on SETTINGS and then DEVICES, Clicked on XBOX One, and there were a whole bunch of Xbox-SystemOS devices shown with various versions which was kind of weird. I deleted ALL of them, and then turned my xbox on. Xbox will show the xbox green logo screen while booting and then eventually display the Dashboard. I signed in to my xbox live account, and then launched the Plex App. It works just fine now. I went back and looked at my Plex Server, SETTINGS, DEVICES, XBOX One, and there’s now only one new Xbox-SystemOS device showing.
Got it working - deleted xbox one from server’s “devices” tab, initially this was not enough however. on the main profile plex still loaded endlessly and never provided a new PIN. However now on another profile that was never set up before plex loads and almost immediately moves to the PIN link screen. linked the app and its working just fine, although I did have to change settings to allow insecure connections on the same network. Havent tested the main profile yet again - almost scared to now that I have it working on another profile.
Steps that ultimately worked for me:
Logged into plex server and deleted all xbox one devices
Closed Plex App
Completely signed out of main account on Xbox and switched to account never setup with Plex,
Use PIN pairing
(IF YOUR SERVER IS LOCAL AND LOOPBACK IS NOT WORKING) opened xbox plex app settings and navigate to security. from there select allow insecure connections on same network as server
We’re obviously looking at this with MS as a very high priority issue - so will let you know when we understand it better.
My hope is that (in the short term) we can at least have a workaround that reliably works, so please keep posting details of the steps you’ve tried if you’re still having issues. Please be as specific as you can.
As for the comments about catching this in testing - it’s no comfort I’m sure, but MS saw this issue in cert one one test console but it resolved on a reboot - so we didn’t think this was a ‘real’ problem. Clearly it is, even if we’re yet to understand it. Apologies again and we’re working hard on sorting this out, somehow
For those that care about the technical stuff we know about so far:
This is a user permissions error when trying to open the user storage for the app. This is new in 1.3 to fix separate user settings
This (again no comfort for those with the issue) is not occurring on all consoles/setups
Ensuring you fully close the app and login (at least once) with another user has worked for some people
Upgrading/downgrading PMS should make no difference
I’m not able to get past the splash screen on my Xbox One. I have tried all of the troubleshooting tips and still cannot get it to load. I can connect to my server using the Home Theater application on my laptop.

I was able to escape all the problems by doing what Munky711 advised:
Remove all Xbox devices listed in the https://app.plex.tv/web/app#!/settings/devices page of the web interface. My Xbox is set to Energy Saving mode so it is a hard boot everytime so this is also worth a try for all those that are set to instant-on. So on a hard boot and first boot into Plex app I was prompted to update and did so. On first attempt the splash screen was just sitting there so I killed the app by going back to Home and quitting the app, on second boot into Plex app it loaded no errors and works as required. I have PlexPass and only the one login which automatically logs into plex xbox app, I dont see an option for auto sign in though?
One thing I noticed is that it did not ask for PIN activation to log back into the app even though it had been removed from the Devices list, is this correct/normal?
Another user here with the same issue - here is my setup:
Kinect - Yes
Instant On - Yes
Auto Update - Yes
Plex Installed to External 5TB HDD (Default drive).
Number of accounts on Xbox: 4
Number of accounts with Xbox Live subscriptions: 2
Attempted fixes, none successful:
-Main Xbox screen, select Plex, select Quit
-Hard reboot
-Unplugging power after shut down, waiting 1 minute, plugging power back in
-Switching between user accounts without logging out of each account
-Switching between user accounts by logging off of one account and into another account
-Creating a new guest account and attempting to use that account

Have you tried the solution in the thread for Plex unable to connect to media servers after the update? If the app is starting but unable to connect you should still be able to enter the settings menu (Hamburger button) and select settings → security and change never to allow on local network.
Tried changing users, disconnecting devices, hard rebooting XB1 and server, nothing worked. Finally worked round by going to settings in the xb1 app and reset “fall back to insecure settings” to “allow for local network”.
