According to Plex Guidelines you need a passmark of at least 2000 to do a single transcode of a 1080p/10Mbs video.
According to your Mac Mini specs you have an Intel Core i5-4260 which has a passmark of 3542.
So, it looks like you could use that Mac Mini up to say 1080p/15Mbs files fine. Higher bit rates may have some problems. Of course you’d have to check. Why not just give it a try? If you do, let me know how you control it (Remote, IR receiver etc) as I’m building a Hackintosh mini as my Plex media player.
