0.7Mbps speed limit remotely, "Not available outside your network" with ports forwarded

This issue was fixed by buying a new modem/router. The original one I was using, the Technicolor CGM4141 provided by Comcast was screwing up something, either with its firewall or with the port forwarding.

I have all the same problems, running a ASUS TM-AC-1900. Never had a problem until I updated the Server verison. So I guess I will just hope for a fix. I sure as hell am not going to go buy a new router.

No need to buy a new router.
But instead of hoping for a fix, you might want to review your router configuration and home network setup, down to the remote access configuration within Plex (e.g. following the remote access troubleshooting).
