1.43 Transcoder Crash h264 bitrate reduction

Player Version#: 8.6.7 Roku

1.43 transcoder consistently crashes on play start when hardware transcoding h264 - > h264 to a lower bitrate. Subtitles are on and Dashboard marks them as transcode too. Hardware is 8th Gen i8500t.

This problem does not happen with 1.42.
