task manager shows a wild amount of gpu usage for both apps, but the same amount of ‘video decode’ usage. the problem seems to be in the plex media player. to test, i installed kodi plex script and it plays these files in direct play mode from my plex server with almost no gpu usage, and the same amount of video decode usage as the plex clients. this is on an rtx 2060 and 10700kf running windows 10 w/ all the updates.
its like this user here, but with skips sometimes included where video will jump then go fast for a bit to catch up to audio. "New Plex" on Windows has issues with hardware decoding 10bit HEVC - #16 by sheik124
unfortunately for me, unlike the user in the link, it doesnt seem to be an update or driver issue. disabling hardware acceleration only makes the problem worse.
