422 can't connect securely

Plex Media Server is receiving HTTP 422 from POST https://servers.plex.tv/servers.xml and Remote Access will no longer publish after several controlled restarts during server maintenance.

The public port itself appears reachable because PMS also receives a WebSocket handshake through the configured external port 33600.

I already stopped PMS for 20 minutes, started it once, and the first publication attempt still returned 422.

Could a Plex staff member please check whether this existing server is throttled and reset the throttle/server certificate if necessary? I do not want to create a new server identity or re-claim it unless required.

Yeah remote access has been having issues for about an hour now
