Access not available outside my home network

My ISP provided me with an older version of the Zyxel router and Plex Media Server on my WDext2Ultra worked flawlessly.
The router’s wifi went out and they gave me a new router the Zyxel VMG4825-B10A. Now, I can no longer access the Plex Media Server outside my LAN.
I have spent the entire day so far trying to figure out the problem. Does anyone else have the Plex Media Server working remotely with this router? If so, can you please tell me how you did it?
I am mote than happy to provide any logs if you can tell me specifically which logs are needed. I only see a long for the web player.

You might need to log into the router settings and allow port forwarding on whatever port your remote access is set to in Plex settings.

Yeah I thought that might be needed so I set three rules in the router as I read on one post that simply setting a rule for VDSL did not work for one guy, but setting rules for all three interfaces (ADSL, VDSL, and Ethernet) solved his problem.

When I scan to see if the port is open http://www.whatsmyip.org/port-scanner/ lists port 32400 as open:

Plex, however, still says my plex server is not available outside my network:

When I check the box to manually specify the public port, Plex flashes green and says accessible for a moment before turning red and indicating that my server is only reachable at home. If I do not check the box, there is no flash of green.

I thought the public port was 32400. What port do you use?

I think that might work. When I go to [removed for privacy] I get prompted to log into Plex. So if you try it and log in with your account it should work.

Well I shut down the plex media server for about a minute then restarted it and now all is working as it should. Problem solved.
