I setup access via the web to my PC. I want to be able to give the link to my library to someone have them setup a new Plex account, and then I get alerted and allow or deny access. I tested it by going to my server’s web link and setting up a new plex account via the web. Once I set it up, I got immediate access. I played a movie and got a few ads, and that was it. If I log out and log back in, it doesn’t even prompt for a password. From the server perspective, I don’t see this user in my “friends with library access” nor do I see any activity from them. Is that the way it’s supposed to work? Where do I crank down the access?

what link are you using? Just giving a the URL to the local or hosted web app won’t give access to your server. You need to grant library access at https://app.plex.tv/desktop/#!/settings/manage-library-access and they need to accept it. at the end of the wizard to grant access it will give you a link to give to them but they will get an email too which will have same link

You have your own plex.tv account. Don’t share it with anyone.
Other people who want to access your media need a plex.tv account of their own.
You can invite other users from inside Plex, if you have their email address.
They will then get an email prompting them to create a plex.tv account of their own.
But this process relies on these user clicking the link in the email andf then follow through with their account creation in one continuous process.
To make it less error-prone, ask your prospect users to create a plex.tv account themselves. By simply “Signing Up” on https://plex.tv
Then they tell you the email address they used to create their accounts.

The invited users have to confirm your invitation before they can access anything.
By default, you can only decide which libraries an invited user is allowed to see.

OMG, I’m losing it. It’s Plex’s. I saw the first movie, Pulp Fiction, and thought it was mine. wow. ok, so the only way is through the server and sending the invite via their email address. Got it.
Although, in my defense, It gives this message that it’s hosted by my machine. That’s were I got confused

The interface/web app is hosted on your machine. The content it displays will only be from what they have access to.
