My Plex Media Server Mac Mini of 12 years has finally given up the ghost. It did not contain the media content as that was on a RAID server, it simply ran the Plex Media Server software. Can I install a new copy of Plex Media Server on a new M2 Mac Mini and keep the old server name and access that friends and family already have, or do I have to start over with a new server name and invite everyone back in?

No it’s dead, won’t power on 
I’m not worried about the library, I’ll rebuild that, I just want to keep the server name and access that people have to it.
That’s all part of the actual server configuration. You should be able to assign the old server’s name to your new server. However you’ll have to re-establish the shares.
