I am having troubles sharing my library with my home. I have right now shared my library with 8 users, but i cant share with more without plex pass
You may have up to 15 members total in your Home (any combination of Managed Users or regular Plex Accounts, which includes your admin/owner account).
I should be able to add 15 members though. What can be the problem?

Plex Home requires a Plex Pass.
You cannot do what you are saying without the Plex Pass.
You can however create library shares to ‘friends’

It was because of the turning of words. It was the sharing library i needed, therefore i couldnt find an answer searching for the wrong one
