Why is Plex web showing that wheel on the top of Smart Colletion for non-admin users?
No problem with regular collections though

It seems to me what you describe is exactly how smart and regular collections are distinguished in Plex Web – no matter if they’re displayed to a server owner or a user with whom you shared a library / collection. The “wheel”/cog indicates those are smart collections.
I get that the distinction between both is important for admins, but how relevant is that for a user? That cog isn’t even “clickable”, it just sits there as an overlay.
My guess is that they just forgot an “if” in the code of the web player, because I don’t see this “differentiation” in other players
