Allow PMS Owner to Disable all Watchlist Functionality

This was partially asked for here: [[Implemented (Moved to sidebar)] Allow PMS Owner to Remove Watchlist from Home Page], but not fully implemented.

I would like the ability to fully disable the Watchlist feature.
A major pain point of this feature is the delayed loading of the “Add to Watchlist” icon on Roku devices, which results in unintentional clicks when the button pops in after the page loads and the user was trying to select the “Play Trailer” button.

Please give PMS owners the ability to completely disable all Watchlist functionality.

And also stop adding it to the sidebar on the Home Screen. No matter how many times I remove it, it comes back.
