Allow tagging (keywording) videos with specified timing to a database

I’m already watching a lot of my media through Plex and being able to tag or keyword specific moments, so that in the feature I can just sort through a library or a list, a database, and be able to find some sort of funny or noteworthy moments would be amazing.

This doesn’t have to be completely done from scratch. Plex already has lists, however they don’t currently let you tag things. You can’t put a timestamp in videos put in lists, such as the ones present in YouTube where you can link to a movie starting from a specified time. Then those lists would have to have sublists, which current lists also don’t have. And short comments under specific entries would explain what those tags (keywords) refer to.
