How can I turn off streaming for a person and only allow downloading the content? In other words, when my friend is looking at my library they only see a download link instead of a "play" link.

You can't. This is simply not a possibility. What you want is pretty much an FTP server.

Probably not difficult at all, but Plex is a media streaming software first and foremost. Using Plex just for file sharing would almost be a shame given it's streaming capabilities.
You could look into cloud based solutions such as streamnation though.
It is not that far from Plex Sync. Only instead of a tablet that you are downloading the content to, it would just be your laptop.
If he has W8 he can use the W8 Plex app to sync media for offline viewing.
Yeah, he probably has W7. Sh*t, he might actually still be on XP....lol
I just think enabling sync for any device would be the way to go.
