I’m thinking of moving to a VPS for my plex server. I plan on using my amazon cloud drive as my storage. I use usenet to get media for my plex. I’m wanting to do everything on the VPS and I’m not sure if I should go with a US based VPS or overseas. I’m in Oregon if that helps at all with the suggestion.

Actually, Plex Cloud, once it is released, sounds exactly like what you want. It is a cloud based server that uses your Amazon Cloud Drive for content.
It is currently in beta but it is getting better and hopefully it will get the missing features soon and Amazon will solve their rate limiting problem so the beta can expand and maybe Plex can even move it out of beta in the next few months.
