API rate limit exceeded

Was mostly using my server locally for awhile, but realized when travelling that my cert expired back in May. Trying to manually recycle it showed that I had been rate limited, and this is likely why it never originally refreshed.

I no longer have logs from the period (I only keep them for about a week), and have updated the server multiple times since May and have no way to diagnose what the original issue was and why my server hit the rate limit.
