App. plex. tv detects system 100% but task manager says 2%

running plex server in windows 10 pro.

when i log in my home computer and look at the plex dash board its says my system cpu usage is at 100%. however when I go to the server it self and log in system uses about 1or 2% cpu and the plex dash board goes back to normal as well.

just wondering if it s a glitch or something that has been seen by others? or is there some sort of fix for this

just as an example it as at 100% now when i log in its back to 6%
