Apple tv, auto adjust off - bandwidth limit, no audio

Seeing the following issue when using the plex app on apple tv:
Auto adjust quality off, home and internet quality max - when trying to play a 4K HEVC video, AC3 5.1, app technical details show it can’t direct play since the required bandwidth is 33400 and only 12800 is available.
Note that the quality selections are maxed. I even set the home quality to 40M and same thing. I also get no audio, with the dashboard showing audio OPUS-OPUS.

Now if I enable the auto quality adjust, I can play the video and hear audio (dashboard shows AC3 → AAC)
But in technical details the player now shows AVPlayer - Enhanced player cannot be used when auto quality is enabled.
I also see a transcode reason of App cannot direct play this item, no direct play video profile exists for protocol http, with container mkv, and video codec hevc.

At the moment I’m considering just getting video and audio to come up a win, but it’s really confusing on why I’m seeing some of the issues I noted.

Is there a remote stream limit or Internet upload speed limits set in remote access settings.

On the dashboard does it say it is local, remote or indirect?

Are you using HomePods or any other AirPlay devices when you get no audio?
