Downloading but not selecting movie poster?

Server Version#: 1.18.3.2111 Player Version#:All At at a loss here. Plex will download all metadata properly but not select the movie poster. If I hit edit and go to poster they are all there to select from. I have messed with agent setting switching from plex movie to the movie db. Remove all local media assets from agents/ Heck removed everything that I could remove and same result. Users were able to get it back to work by clearing some stuck files/folders.
