I am using PLEX to display information on a dozen Roku enabled tv’s scattered about, each with it’s own library. After updating the libraries with new media (photos and mp4’s), I have to go to each one and stop, then restart the presentation to get the new stuff to display.
Is it possible to update my libraries and just have the new items just start displaying.

Not sure what you mean by each having their own library. The point of a program like Plex (a server/client software) is that you can store all of your media in one place, the Plex Media Server, and access any media you add to libraries on Plex from all of your Plex devices (your Rokus).

How often those libraries are updated depend on the library settings you have and how often it is set to update (increasing this too much could slow down your PMS computer). See Server Settings > Library
If this is new media you are manually adding to a folder on your PMS computer (so you are already on your PMS computer anyway), then you can just choose Update Library or Libraries from Plex on your PMS computer. See Library Actions
If you want to be able to update a library or libraries from the Roku Plex app, there is a channel called Library Updater. Once installed, you can just go to that channel, choose the library or libraries to update, and when you return to the media section the new media is listed.
The Library Updater channel is an unsupported channel that is available for manual install from Github at github.com/mikedm139/LibraryUpdater.bundle or from the UAS2 channel.
