Black level issues of 4K HDR content on both Nvidia Shield Pro and Apple TV 4K

I’ve noticed that when playing 4K HDR content, there are instances where it appears that the black level increases momentarily and then settles back down. It occurs irregularly but it is very repeatable when replaying the same part of the file. It can clearly be seen in the black bars that are above and below non 16:9 screen ratio content. As well, strange artifacts or patterns will appear in the black bars and last for a few seconds.

I initially suspected the playback files so I played them back with Infuse 6 on the Apple TV 4K. Absolutely no issues observed. But it was clearly observable on both Plex for Android TV and tvOS. It occurs with both the old player and new player. The server is direct playing the files with no transcoding going on.

Is this a known issue with Plex? Is it my settings? Please let me know if you have any ideas.
