this is the purpose of sharing your library.
The user creates a plex account.
You invite that user to share your media.
To be certain they delete nothing, you verify your setting - server - library do not allow media to be deleted.
Well… If you want your friend to have access only when he visits your house then make a managed account. Call it ‘guest’ with no passPIN.Anytime you launch Plex you will come up on the logon page.

If you share your library, he/she is only restricted by libraries you grant access to.
If you only wish to allow access when in your home, then Plex Home is what you want. The user must authenticate completely within the confines (and presence) of your server. A Home user does not have or need a valid Plex.tv account.
