I am getting this problem on my fire tv, but not if I use my iphone to vase plex to Chromecast. I see it has not yet been fixed after 9 months… are we ab’ny closer to a fix ?
This problem has arisen again out of nowhere. On my 2017 Shield, a “network is not fast enough” error will pop up in mid-play at random, requiring me to back out and start the movie again. My Shield is HARD WIRED to the router. Never had any issues before like this until the most recent client update.
My movie library is composed of itunes purchases that I have converted to un-drm protected m4v files using tuneskit. I have been able to roll back to plex 6.12 and I can play my files again. I can confirm that the issue is with plex android on all versions released after 6.12. Please fix this guys
I’m suffering from this problem as well on every single Android device in my house. I really don’t understand how this is so difficult to reproduce.
All my stuff is hevc mp4s.
Could someone from Plex confirm that this issue is being worked on ?
I have the same problem on Roku Ultra when Direct playing. Some files will play smoothly then start buffering midway with the Network not fast enough error message. I have turned off subtitles, but the problem persists.
I’m having the same problem on a Shield I just bought a few days ago. I can get “network not fast enough” on random although I have a wired gigabit connection. 
I’ve been having this issue for a few months now. I never had a plex lan streaming issue before, even streaming ridiculous 40gb 4k files. The issue is the same on two Roku Ultras, my smart tv, and my shield TV, all hard wired. The movie or show will play for maybe 15-30 minutes, then I get the error about not having enough bandwidth, then I have to back out, wait a minute for it to recover (because for some reason it struggles to load up the info page with the play button for a minute or so), then resume where I left off. It’s frustrating because when I hit play I can see that the player buffers a huge chunk of the movie or whatever in just a few seconds, but after watching a bit I guess it just stops continuing to load the buffer or something, and it can’t recover once I get the bandwith error. I would expect it to pause and buffer for a few seconds and then continue, but it doesn’t have this behavior. I have always used the original and direct play settings, zero transcoding. The funny thing is that my friends and family that stream remotely have zero issues even with everything at original quality for them as well, I’m the only one with the issue and I’m hard wired to the server. The file size of the movie I’m watching doesn’t seem to matter. There have been so many updates since the issue started for me, and each update I cross my fingers that the issue will be fixed. 
Well as I see this is a Plex Media Player bug, which is known for a long time. The solution is to install KODI with Plex add-on, only then all media is streaming without any problems whatsoever. I have same issue as you and on Shield TV i use only KODI Plex.
Thanks for the tip! I just got the Kodi app and Plex plugin, I’ll give it a go for Andrew days. 
Update: Same Issue with Kodi+Plex plugin on my shield TV, I’m just assuming I’m duplicating the setup recommended above.
I think you’re using a transcoding for every stream. Make sure that you use Direct Play.
I appear to be getting a 12800kbps max bandwidth available issue and all streams over 12mb will not play unless I transcode at 12 or under. Wired Gigabit ethernet.
Rolled back plex server to v1.13.9.5456 and it now everything works ok. Would like to know when this is fixed as it happened on 5470 and the latest 5488. Luckily had a backup of the 5456 version.
Yes, the only solution is to roll back to an old version… Plex, please respond in this post to acknowledge that you are fixing this

I have the same issue. It happens with shield Plex player on last version, using remote streaming from my home to another place. If I use chrome cast or Apple TV is working fine. If I use Plex shield player it says network not fast enough. If I check on the Plex dashboard the bandwidth consumption, It seems that it doesn’t know that it’s streaming from a remote server so it should use less bandwidth
Does Plex read these forums ? Is there an other way to contact support ?

FAIL: Shield on 7.2.2, Plex App on latest, Linux PMS on latest, Linux server via NFS.
All local LAN 1GB Ethernet.
FAIL: Shield on 7.2.2. Plex app sideloaded to 6.12, same linux servers.
Same LAN.
WORKS: Shield 7.2.2. Current VLC to linux NFS server. Plays UHD stream.
REALLY upset that Plex introduced ExoPlayer and hasn’t resolved fixes for a very typical configuration.
Just got back to see if things were finally resolved.

(at least AC3 pass-through started working on SONY TV with latest Plex client. finally!!!)
I can stream 100Mb/s files decently, while at the same time it sometimes has problems with a 20Mb/s files. Clearly, it’s not my server. Can we adjust the buffer settings somehow?
