Buffering over the Internet

Server: 100 Mbit/s down, 35 Mbit/s up, 100 Mbit/s LAN

Client: 100 Mbit/s down, 5 GHz Wifi and/or 1 Gbit/s LAN

The Videos should stream at roughly 35 Mbit/s, right? Wrong. When checking my upload statistics it only uses about 20 Mbit/s at most and sometimes only 5 Mbit/s or even 1 Mbit/s. Streaming anything is impossible at that point and I don’t know why this happens. Everything is direct playing and there is no bottleneck in my server.

When downloading the file I actually get 35 Mbit/s all the time. It’s just streaming the video itself that is the problem. Everything always works perfectly at 100 Mbit/s inside the own network on both ends. Please help me… me and my friends can’t reliably use plex and it makes me so mad.
