I have two home user accounts, one is password protected (the name of the account starts with an A) and the other is not (starts with a U). If you install a fresh copy of plex for Android devices (S9+), once the plex user account has been logged in, it will then open up the first home user account, regardless of being password protected.
If you sign in with your user name and pass it will sign you in because it is you. Other people should not have your credentials
So I have my account associated with my email address, and I share it with my family (wife and kids) just like I do Netflix. I have a password protected user account that has content I don’t want my kids to have access to. Seems like a a vulnerability.
Don’t give others your account credentials. That is your account. If you trust them to remember a username and password to log into whatever device they want, let them make their own real account (or make one for them with an email you control). You can add those accounts to Plex Home so you can give them access to mobile apps and still use the user switcher on shared devices.
