I have a similar issue on my Nvidia Shield. Plex client version 8.29.0.30433, server version 1.25.3.5409 (running on a synology 920+, dsm6).
My situation is basically exactly this post.
It seems to have started since I installed the android 11 update on the Shield, but I don’t use Plex regularly enough to say for sure.
