I’ve buyed a monthly plex pass on ipad today.
But after hours on the windows server (where runs the plex server) it still shown, that I need a plex pass for adding users.
What is there going wrong?

I do not think you bought a Plex Pass through your iPad. You probably bought access to the iPad app. That is you simply unlocked the iPad app.
I think you must buy a Plex Pass through the Plex web site.
Your account shows the Plex Pass now.
I think you must stop and restart your server, for it to get notified about your Plex Pass.
So, I was wrong. That just shows that I have no business guessing about subjects I really have no direct knowledge of and anything “i” is well outside my sphere of knowledge.

The ability to buy PP on the iStore is relatively new.
I’m having the same issue as Bernie07, what can I do?

Reboot your server device and make sure that the server is indeed signed into the very same plex.tv account as your web browser is.

I’ve restarted a couple of times already, and only have 1 account. Not having much luck. It shows that I have PP on my account page but when I go to sync in settings it says this server needs a PP 
If this is on Windows, instead of rebooting quit Plex with the task tray icon,
wait a few seconds and then start it regularly with your Start menu.

Curse Windows 10 and its fake “reboot”. What it really does is to “hibernate”, then restart the machine and then reload the machine state from the hibernation file.
There is no real “restart” anymore, except after installing updates or when issuing
%windir%\system32\shutdown.exe /g /t 0 on the command line
