Can no longer add videos to existing or new playlist

Server Version#: 4.46.2

Since my last server update I can no longer add videos from a “Other Videos” type library to a playlist from the desktop app (Windows 8.1). I also can’t add them to a newly created playlist, in this case the playlist is empty. I have not made any changes to my settings. The only recent changes I made was the update to Version 4.46.2… It still works however on my Smart TV app. This has never been an issue before. Any help is appreciated.
