Can not access local server when internet down but local net fine

I have an local net with
Plex server on synology
Pi-hole dns,dhcp server 5.3.1
Apple TV tvOS 17.4
Plex app 8.34
Rasplex

My internet is down right now but I can not connect to my local Plex server on the same subnet 192.168.0.0/24. My iPhone and computer can stream but my rasplex and Apple TV with Plex app can not. I have tried various suggestions from other posts but nothing works. I have tired turning off relay , nothing. I have set the list of local IPs and this has not helped.

Does anyone have a suggestion that will fix this as it seems strange I can not stream on my own net. I can play audio thru Plex on the Apple but not video. It just sits there loading. iPhone can play the video.

I can see in the logs that my Apple TV tried to connect. 192.168.0.21 is the Apple TV and 192.168.0.240 is my pc that was able to see video in a browser.

I noticed something odd. I can stream audio and photos on the Apple TV Plex app but it buffers forever on video. So I am connected and I see it in the logs. It seems some setting is missing
