1-in Video section should i leave it at the default Framerate (FPS) 30 with Peak Frame rate
or i should Change it to Same as source with Variable Framerate ?

i heard that the Film Tune should Not be used for Animation or CGI Content
i Understand that CGI also include VFX but Most Movies have VFX
so should i use the Film tune for my Bluray movies or Not ?
3-Encoder Level should i leave it at the default 4.0 or Change it to 4.1 ?
4- Fast decode should i check it or leave Unchecked ?
5–and lastly Encoder preset should i use Slow ,Slower or very slow
for files with 18 to 30 GB in size if i want to reduce the size to 4 to 4.5 gb ?

If you’re only just starting with encoding your videos, I recommend you stick with the presets. There’s no right or wrong configuration… the finetuning is more of an art and will in many cases depend on personal preferences and objectives (e.g. quality vs. file size vs. compatibility to certain playback devices)
I can highly recommend the Handbrake documentation which gives some insight in what those settings mean and what consequence/impact they’ll have for your encodes.
I’m not sure exactly what your source material is or your desired output format but I’ll tell you what works for me.
I encode almost everything at 720p h.264. mp4 format
Under presents general-> I start out with fast 720p30. Select whatever you want your final product to be. 1080p ect… Superfast settings gave me quality issues so I backed off. You may need to go to HQ or Super HQ but you’re in the testing phase at this point
Under Dimensions (Orientation and Cropping) select custom and change all the values in the lower boxes to 0. Sometimes the automatic cropping doesn’t select the right values and you get a huge part of the picture that ends up cut off or off center (Also helps subtitles go to the bottom of the screen showing more of the picture)
As tom80H suggested leave everything you asked about (encoder tune, level, preset, and fast decode) as the default
The only thing I would change is your framerate to same as source and Variable Framerate. When I left the default on that I had some videos that had problems with the audio being out of sync
The biggest factor in your quality to size ratio is going to be under the video Constant Quality setting
Suggested values for SD content is a setting of 18 to 20 and for HD Content from 20-23
I leave mine at 22 for most things as a happy medium and don’t have any problems.
It’s a little confusing because as the number gets bigger the file size and quality goes down
(hint, if you hover your mouse over the adjustment slider a box will pop up with these values if you forget)
After everything is set click save new preset and set your audio and subtitle selections to your preferred language and save it with whatever you want to name it as the default custom preset
After the encode is done skip to a part in the video with as much fast motion as you can find and see if it looks ok. If there’s a quality issue that’s where it’s going show up
For the most part this works for me and almost nothing I encode needs to be transcoded on Plex
The quality is generally pretty constant. It’s the file size that’s going to be your biggest variable. Move the slider from 22 to 23 and see what kind of file size difference you get and see if you can live with the quality.
