I want to install Plex server in my PC that it is wire connected to my router.
My Smart TV is also connected to the router with an ethernet cable and Plex app is running.
Can you run Plex from PC to TV through ethernet cable?

The description of your network sounds correct.
To be clear, you cannot directly connect a PC to a TV with a network cable. You’ll need the router in between the two.

But assuming you have static ips on both you can use a crossover cable and from an ethernet standpoint it will work.
Problem is you will not have name resolution. Assume this is smart tv… So none of your other apps would work, and you would need to test the plex app to see if it will work without name resolution and only ip
