Cannot add Library - nVidia Shield TV

Player Version#:7.31.0.16802

My device is an nVidia Shield TV 16GB, with Seagate 4TB External USB Drive.

Within the Plex App…
The server is displayed as running.
The Seagate 4TB External USB Drive is detected and chosen as the storage device.

Checked Permissions in Android App Settings, both Contacts and Storage are given access. But still doesn’t detect any local content or cannot add library paths via HTTP://plex.tv/desktop
