Did you maybe set a limit to how much storage Plex is allowed to occupy with downloads in the iOS app?
Settings > Downloads > Storage Limit
The limiting factor seems to be that Plex sees no capacity on this device (see the label below the settings (0 KB in use | 0 KB available).
What version of the app do you have installed and on what version of iOS?
Any restrictions on the device itself?
Hmm makes sense. I am running the latest Plex with iOS 14.3. I will remove the app, reboot and reinstall to see what happens. I have no restriction.
