Cannot get Windows Plex Client to sync

I am connecting to my Plex server from my local network (on a different internal subnet but successfully setup from this help request Plex Media Server Local Networks Defintions).

I am logged in as the Owner account and have Plex Pass.

I have tried both the 64bit Plex Media Server and the new 64bit Plex player. I have my server setup properly because I can sync my music (artist/specific albums, etc) on my iPhone using the Plex iOS app.

When I attempt to sync the Music on my Windows 10 client (App or Web Client), it only shows the Name of my iPhone as a sync target.

I have followed the steps in the Plex sync article but cannot figure out why my Windows laptop will not present as a sync target device.

You can only sync to the “Plex for Windows” app.

And sync needs to be initiated from the target app, on the target computer. You cannot use the web app or apps on a different device to intiate the sync.

I am running the Plex for Windows App (Listed as just “Plex” in the Windows Add/Remove program dialog.

When I try to sync an album, it doesn’t show Sync. It does show Download but this doesn’t appear to allow offline listening. I also do not know where the “download” is being saved.

I think I got it to work… It is not consistent between Plex app versions:
iOS = Sync for offline content
Windows = Download for offline content

I also has to restart the Plex Server to get the settings to kickin
