Downloaded server software from Plex and installed it in Applications. Double clicked on app to install, it verifies but does not completes. If i double click to open app the icon flashes on for just a second and then nothing.
Running OS 10.11.6 re-install from time machine then updated thru App store. mac mini 2011.

All fixed. Sorry I bothered you all. How i fixed it: I used and application Called App delete and completely deleted all previous renditions of the app, then did a fresh install and everything is fine. I should use my head instead of panicking. this means a complete rebuild of the server but who cares as long as I get it running.
