Plex Media Server Install Issue on 10.14.6

Ran into an issue trying to upgrade on my mac and it failed. I uninstalled by removing it from Applications and deleting the folders from Application Support and Logs.

I downloaded from website the latest Mac package, uncompressed and placed in the Applications folder and tried to run it. The application does not run and does not give any error. I check the Logs dir in ~/Library and there is nothing for Plex. Ideas?

Check security and privacy in system Preferences to Allow

I checked after trying to open the app and there is nothing in the the Security and Privacy at all that I have to allow.
