Cannot launch server on new PC (Windows 10)

Here’s the situation. I recently built a new PC to replace my laptop, where I was hosting my PMS. To migrate the server to the new PC, I copied the registry data from the old server, as well as all of the files from the PLEX folder on my laptop, moved them onto an external HD, swapped them to the new PC (I merged the registry values and pasted the laptop’s PLEX folder contents over the PC default ones, replacing where duplicates were found), logged out of the server on my laptop, and clicked “Claim Server” on the PC.

Sounds good so far, but I quickly learned that I would lose connection to the server whenever the laptop was turned off, or when PLEX was closed on the laptop. In other words, the ability to connect to the server was still dependent on the laptop.

I tried uninstalling and reinstalling PLEX, to no avail. What puzzles me, and what I think may be the root of the problem, is that I don’t see PLEX in the taskbar in the lower-right corner of Windows 10 on my PC, where I would previously see PLEX in that toolbar on the laptop, in Windows 7. I take this to mean that only the webapp will open, not the server, and I have no idea how to fix it. Would be open to any suggestions. Thanks in advance!

I checked the firewall and that seems to be letting Plex through no problem, so it’s not that, but the media server still doesn’t appear to be running on my PC. Any advice would be welcome.
