Cannot Reach Plex Server Externally

Player Version#: Android 8.5.2.20133
I have problems accessing Plex from outside of the local network. The remote access on the Plex server is enabled, and it shows it green: “Fully accessible outside your network”, but it still cannot be reached from outside the local network. The Plex server is behind 2 routers, the router of the internet provider is set to bridge mode, and my own router has UPnP enabled, also I tried with manual port specification and NAT set up on my router. Neither of them works, but both shows green on the Remote Access page.

When I try to access it from an external device (Eg. My mobile), it says:
“Plex is Currently Unavailable
Please verify that the server is running and has a network connection. If you need additional help, please visit https://support.plex.tv for assistance.”

I ran out of ideas. Please help me to fix it.
