Can't access my downloads after being logged out and can't log in without internet

I opened my iPad plex app on a plane after take off and was greeted with a sing-on screen and could no longer access my downloaded content. Previously, I could always access my locally downloaded content, now it seems that you can’t access anything without logging in, which you can’t do without internet access. How is this considered “offline” mode? Is this expected behavior or a bug?
