Well Plex Home needs the internet access - because managed users are authenticated with plex.tv
Apps are supposed to cache the last user credentials and use that if internet goes down but if you need to switch users then internet access is mandatory
It is because you are using Plex Home. Use of this requires access to plex.tv to validate you are a PlexPass subscriber as the functionaility is restricted to PlexPass users. So, if you have no internet it can’t validate.

I believe that was understood and the point here relates to cached credentials as it was stated by the Plex Team on a number of occasions that the last credentials used are supposed to be cached by the clients and the need for plex.tv would only be necessary if a different home user is to be used.
May be all this needs is confirmation that RAsPlex does not cache credentials for the last signed in user.
With the users reaction to dependency on plex.tv availability it was stated many times by elan and others that clients are supposed to cache the credentials to allow for internet connection to plex.tv going down.
