Can't add a new library - language dropdown doesn't populate

This appears to have been raised before with no definitive solution found.

However, I have noticed in console that there’s a repeating warning
"Warning: ex: boost::filesystem::last_write_time: The system cannot find the file specified [system:2]: “C:\Program Files\Plex\Plex Media Server\Resources\Plug-ins-5bce000f7”, couldn’t check file: “C:\Program Files\Plex\Plex Media Server\Resources\Plug-ins-5bce000f7”

No such folder “Plug-ins-5bce000f7” exists under that ‘Resources’ folder. I don’t remember installing any plugins either, although I may have.

This problem has persisted through several updates.

I also can’t connect to the server via the browser on the server any more (http://127.0.0.1:32400/web/index.html)
