Can't direct play some 4k movies

I have some 4k movies that look the same to me. The first listed below does play without transcoding. The second movie listed will not. I must transcode to 1080p for it to start playing regardless if I transcode the audio from truehd or play the AC3 audio stream. I have no idea why and its driving me crazy. My plex thinks the connection resets or something when I try to play it. I tried it on a nvidia shield tv and the new shield pro with the same issues. It plays fine on both devices over vlc, the server is running on a 720xd with plenty of power and a p2000 for transcoding.

You will see at the end of the logs it just hangs there. I see the loading wheel on my screen but nothing ever plays. I’ve waited for 30 minutes. The good movie plays right away and if I transcode the movie down to 1080p on my 4k TV it plays.

VerbosePlex Media Server Logs_2020-05-26_14-56-39.zip (4.8 MB)

I see a significant difference in bit-rate (Good=Bitrate 19004 kbps while Bad = Bitrate 24024 kbps) and bit-rate has been identified (well strongly thought) to cause trans-coding. See H264 Transcoding for commentary and a success story or two.

Whats interesting to me is it will try to play without transcoding. If you see the logs it just looks like the end device stops responding or something. The server can certainly direct play it since it works completely fine in VLC, and if it was transcoding it on its own that would be fine too. Instead it doesnt play anything and just sits like its loading forever until I force it to transcode.

Also another movie that does play just fine and has double the bitrate.
