After playing with Ubuntu version of Plex Home theater, I get the same problem. So, its seem like its not a Rasplex problem.

For those having difficulties keeping configuration, the solution most probably lies outside Rasplex, even outside Plex Home theater. Its seems like its related to the latest version of the sever (0.9.8). I solved the problem by uninstalling (0.9.8) and removing all configutation files (on Ubuntu 13.04). I made a fresh install of server (version 0.9.7.28) and I can now keep configuration, language and view mode. I haven't tried with wifi, since I dont use it. Hope this helps.
RasPlex settings are stored locally and are fully independent of sever settings.
Language changes are mostly related to the CEC settings (RasPlex will pickup your TVs language setting on each boot, can be changed via preferences).
Version 0.1.38 should not be used since it's not able to save settings properly. Please use 0.1.37 until 0.1.40 is released.
